NGOs called on President not to sign reactionary amendments

A group of NGO leaders appealed to the President of Azerbaijan Ilham Aliyev not to sign the recent amendments of the Parliament in the legislation restricting the work of civil society.

The appeal, the text of which came to Turan from the Human Rights Club, said that on July 2, 2012 the Head of the Social-Political Department of the Presidential Administration Ali Hasanov said at a meeting with representatives of NGOs that the government would promote the development of civil society.

Despite the fact that after the meeting there has been more than 7 months, the proposals put forward by the civil sector were not only unrealized, but on the contrary, steps were taken to worsen conditions for the activities of NGOs.

The authors of the letter asked the president not to sign the amendment to the law and to provide real assistance to the development of civil society. The appeal was signed by the leaders of 22 NGOs.

Recall that on February 15 the Parliament adopted amendments to the laws on "grants" and "On NGOs (public associations and foundations)" and the Code of Administrative Violations.

Under the amendments, the penalty was raised from 500 to 15,000 manats for not providing information about grant agreements, receiving donations and other aid without grant agreements, and receiving donations in cash. The funds, which are objects of the offense, will be confiscated.

Formally, the author of the amendment is the non-partisan Member of Parliament Chinghiz Ganizadeh. However, experts do not doubt that the initiative came from the President's Administration. -16D06-
