Prosecutor Office Condemns Elshad Abdullayev for Corruption
An investigative team under the direction of the General Prosecutor investigated the 2003 kidnapping of Mahir Abdullayev, brother of the former Rector of the International University, Elshad Abdullayev. This information and other facts were revealed in the investigation of Abdullayev, who reportedly paid bribes to Vagif Huseynov (former assistant of the deputy prime minister, whose name was not given) to prevent the closure of his university.
According to General Prosecutor’s Office, the investigation found that in 2009 Elshad Abdullayev started looking for an intermediary to transfer a bribe to any official in order to preserve the closure of the University. Vagif Huseynov took money from Abdullayev on the pretext to transferring it to influential officials. In August and October 2009, he took $1million from Abdullayev, thereby committing fraud.
In response to this action, in late 2012 Vagif Huseynov was arrested under Article 178.3.2 (fraud with misappropriation of large scale funds.)
The investigation revealed that in April 2010, Huseynov responded to Abdullayev’s demands and returned part of money, with the participation of Anwar Akhmedov, Eyub Azizov and others - a total of USD $600,000. In addition, on 19 August, 2011 Huseynov registered a trade object of his son in Cyprus to the name of E.Abdullayev’s brother with participation of Azad Mursaliyev, who is E.Abdullayev’s nephew.
Once preliminary investigations of this episode were complete, the case was sent to the Baku Serious Crimes Court. At the same time, the investigation determined that Abdullayev’s actions were an attempt to bribe, which is the subject of corruption charges.
Because of his alleged actions, E.Abdullayev was not recognized as a victim, and a lawsuit was filed against him under the Article 29, 312 (attempt to bribe).

On November 13, representatives of the International Committee of the Red Cross (ICRC) and the Afghan Taliban held talks in Baku as part of the COP29 conference. According to a report by Turan correspondent, the discussions took place behind closed doors and lasted for over an hour. No statements were made to the press following the meeting. Furthermore, conference security prevented journalists from asking questions to the meeting participants.

Kichikhanim Khalilova, the wife of arrested public activist and first-group disabled person, Famil Khalilov, reported being followed during her time at the COP29 conference on November 13. She had been accredited in the "Green Zone" as a civil rights activist. From the moment she entered the conference area, a young man began to follow her.
