Representatives of the Ombudsman to justify inhumane treatment with Tural Abbasli
Today, the staff of the Ombudsman visited the Binagady jail where Tural Abbasli, the leader of the youth organization "Musavat", is serving 15 days. According to the office of the Ombudsman, Abbasli complained about the conditions of detention and the attitude to him.
The report of the Ombudsman Office reads that Abbasli violated the rules established in jail, so he was kept in handcuffs. He was handcuffed no more than two hours on different days, and on this occasion there is relevant acts.
The report referred to the Regulation on keeping the administrative detainees, approved by order number 480 of October 30, 2010.
Abbasli was informed about the Regulation, he is also provided the meeting with his family and lawyer. All questions raised by Ababsly have been settled, and his mother was informed. Results on the visit will be reported to the Minister of Internal Affairs, reads the report of the Ombudsman.
However, according to the same report from other sources, the inhumane treatment with Tural Abbasli continues. He is still kept in handcuffs for 2-3 hours a day. As it turned out, a violation of the rules is that Abbasli does not stand when the head of jail comes in.
