The document was signed by the Speaker of the Azerbaijani Parliament, Oktay Asadov, and head of the OSCE Parliamentary Assembly , the Speaker of the Parliament of Montenegro, Ranko Krivokapic. Conducting the 23rd session is expected this summer.
