The number of pending decisions of the ECHR on Azerbaijan is growing
Baku/06.04.23/Turan: The Council of Europe has published a report for 2022 on the implementation of decisions of the European Court of Human Rights (ECHR).
The doucment reads that in 2022, the Committee of Ministers received from the European Court 49 cases against Azerbaijan for supervision of their execution (compared to 46 in 2021 and 51 in 2020).
On 31 December 2022, Azerbaijan had 285 cases pending execution (compared to 271 in 2021 and 235 in 2020), of which 21 were leading cases classified under enhanced procedure (compared to 21 in 2021 and 20 in 2020), and 32 were leading cases classified under standard procedure.
Among the unfinished cases is the case of the "Mammadli v. Azerbaijan" group, which combines cases against well-known activists: Anar Mammadli, Intigam Aliyev, Khadija Ismayilova, Leyla Yunus, Arif Yunus, Giyas Ibrahimov and Bayram Mammadov. The Azerbaijani authorities have not yet overturned the verdicts in these cases and have not acquitted the applicants.
Seven cases concerned violations of freedom of speech, three cases concerned the lack of an effective investigation into death or ill-treatment, two cases concerned violations of freedom of assembly and association, and one case concerned arbitrary expulsion.
At the same time, one case under the Article 18 of the European Convention was closed, and the convictions of the applicants (activists Mammad Azizov and Shahin Novruzlu) were canceled.
The authorities submitted to the ECHR a total of 47 action plans, action reports and a message regarding the execution of decisions.mFinally, full payment of the just satisfaction awarded by the Court was registered in 38 cases in 2022, while confirmation of full payment and/or default interests was awaited in 45 cases for which the deadline indicated in the Court’s judgment has passed since more than six months. -06B-

On November 13, representatives of the International Committee of the Red Cross (ICRC) and the Afghan Taliban held talks in Baku as part of the COP29 conference. According to a report by Turan correspondent, the discussions took place behind closed doors and lasted for over an hour. No statements were made to the press following the meeting. Furthermore, conference security prevented journalists from asking questions to the meeting participants.

Kichikhanim Khalilova, the wife of arrested public activist and first-group disabled person, Famil Khalilov, reported being followed during her time at the COP29 conference on November 13. She had been accredited in the "Green Zone" as a civil rights activist. From the moment she entered the conference area, a young man began to follow her.
