The report of "Musavat" about the referendum campaign
On 5 September the party "Musavat" issued a progress report on the progress of the campaign for the referendum on constitutional amendments. The document reflects the violations committed by the date of appointment of the referendum - 26 July until 31 August.
According to the document, the ruling circles did not provide explanations to the people about the essence of the referendum, the need for the meeting, the draft amendment was not submitted to the Venice Commission of the Council of Europe. The authorities did not organize public discussions on TV , no public debate was organized.
The only campaign group “Resupblica” created by the opposition was not registered by the CEC on groundless reasons. The Court of Appeal dismissed the appeal on the decision. Thus, the attempt to bring a second opinion on the issue of referendum was prevented.
Some of the amendments are on the article referred to the third chapter of the Constitution. However, under Article 155 of the same Constitution specified norms cannot be put to a referendum if they restrict the rights of citizens more than provided for in international treaties Azerbaijan.
