Why does the Prince of Monaco is accompanied by Leonid Slutsky?

The visit  of the  Prince  of Monaco,Albert, to Baku  who spent two days in Azerbaijan, is over, and he was received by President Ilham Aliyev.  It is not reported why  he arrived in 

Baku, except that Albert discussed issues of European Olympic Games and familiarized with the project of building a new district of Baku - White City .

A list of people  accompanying the Prince in Baku is very interesting; they are the Minister of Sports and Youth, a representative of Heydar Aliyev Foundation , but  the most importantly  is the presence of Russian State Duma, deputy Leonid Slutsky. How  did  he appeared  among  people accompanying the Prince of Monaco, and how  he relates to what is happening - is not clear. However, we know that Slutsky  is a member  of Zhirinovsky's party and deputy of the Russian delegation to the PACE.

According to the materials of the French press, Slutsky has expensive real estate in the south of France, and has other business interests in this country. Taking it into account, it is possible that the Russian deputy  is lobbying certain business interests related to the upcoming games, as well as the implementation of major projects in Baku. -02В-
