Delta Telecom company, the backbone provider, announced reduction of internet service tariffs for internet service providers (ISPs) from September 1. What can you say about new tariffs?
Delta Telecom will reduce tariffs for ISPs buying channel at a speed of 100 MB/s to 50 AZN per each extra 1 MB/s.
Will the customers benefit from the price reduction?
In the near future the providers could provide the users a bigger volume of traffic. This has become possible owing to introduction of WiMAX (wireless internet) technology. After the last tariff reduction the providers will have a possibility to transfer it to the users without a limit.
Will this affect prices? Will providers be able to reduce tariffs for the users after this reduction?
I think that today 1mb/s can be sold at an average price of 20 AZN. Further reduction could lead to worsening of quality. I believe that our reduction of prices should be accompanied with improvement of quality and increase in volume at the one and the same price.
Is Azerbaijani telecommunication system ready to transfer of a bigger volume of information? It is a common knowledge that our infrastructure is worn out.
Delta Telecom has invested over 50 million AZN to buy modern, effective and economic technologies.
The volume delivered from Europe and other countries of the region to Azerbaijan is rather big. Our speed enables to transfer 1.6 Tb/s (volume of information equals capacity of 33 DVD carriers).
This is not the limit of our possibilities and I think there is no need in bigger volumes now.
According to the State Statistical Committee, only 25-27% of Azerbaijani population has access to internet. Some officials claim it is 44-45%. What is a real percentage of population, which has access to ADSL (broadband internet)?
I have to admit that we still use dial up in Azerbaijan. At present carrying capacity of traffic in AzNET is 30 GB/s and the providers provide no more than 8 GB/s to the users. During the past days it has been increased up to 10 GB/s.
If proper measures are taken, number of ADSL users will reach the figure stated by the officials.
There are over 30 ISPs at the Azerbaijani internet market, which have the same tariffs. What is the reason of that?
The price reduction should not be the goal in itself. Azerbaijan has a good dynamic of economic development and these prices are acceptable for such a dynamic. Our prices are lower, than in the neighbouring countries.

For example, in Russia, Georgia and Iran.
What about Ukraine and Turkey?
Ukraine borders on Europe, but Azerbaijan doesn"t. In order to connect Ukraine to the European main, it is enough just to lay a cable at a short distance. In order to reach Europe, Azerbaijan needs to lay cable at a long distance. In order to protect the cable from some foreign factors, we need to lay cable also via Turkey, Russia and via the ocean. So, to ensure 1 Mb/s for one user, we need to ensure 3 MB/s, which rises the cost price.
Why don"t the users get internet speed stated in the contract?
This is the problem for the majority of users. The thing is that the network, which connects the user with the ISPs, is based on the `copper` infrastructure and modern DSL (Digital Subscriber Line) technology. The technology enables expanding carrying capacity of the telephone line by using effective linear codes and adaptive methods of correction of distortion. This `combination` causes certain limitation and problems with quality. The developed countries do not use `copper` infrastructure anymore. Now they use Passive Optical Network (PON). In order to solve the problem, we have introduced WiMAX technology to establish communication via the fiber-optical cables.-0---
