A study on the problems of inclusive education
Baku / 06.04.18 / Turan: Serious problems remain in Azerbaijan with provision of inclusive education for disabled children, stated the research paper: "On the state of inclusive education in Azerbaijan", prepared by the Institute for Democratic Initiatives. The 18-page study noted that even the statistics of children with disabilities differ. According to the State Statistics Committee, at the beginning of 2017 the number of such children was 71934, and the Ministry of Education calls the number - 65482.
In 2005-2009 to the inclusive education were attracted 268 people, then in 2015-2017 in pilot schools, only 40 students were involved in pilot education. Within the state program for the education of children in need of special care for 2006-2009, three projects were implemented with the participation of 14 general education and 13 preschool institutions.
In total 77% of children with disabilities were not involved in inclusive education and general education.
The study revealed the absence of specialized programs and manuals in the field of education, the inadequacy of the legislative framework in this field, and the lack of education.
In this regard, the study put forward a number of recommendations: It proposes the creation of a legislative framework, the development of a legal framework for the social model of disability and an intensive plan of action;
It is recommended to create a database of children with disabilities involved in education or remaining outside of education to develop rehabilitation programs;
It is important to create inclusive preschool and school institutions, including regions;
In ordinary kindergartens, schools should create conditions for the upbringing and education of children with disabilities (installation of ramps, changes in equipment for toilets and gyms);
Free early intervention programs should be implemented to prevent disability in children;
The number of state extracurricular activities for children with disabilities has been increased;
Foreign grants in this area should be formalized according to a simplified system, public advocacy campaigns, parents' education, etc. should be conducted in this area.
