How adequate is the punishment to Tural Garayev?
Baku / 19.04.19 / Turan: The person who attacked the minor daughter of the PFPA Deputy Chairman Fuad Gahramanli was sentenced to 15 days of administrative arrest.
Tural Garayev was convicted under the Article 510 (disorderly conduct) of the Code of Administrative Offenses.
However, this decision was not unequivocally accepted by the public. People point to the inadequacy of punishment to a person who struck a 14-year-old girl and publicly threatened her.
Some tend to believe that the attack was organized by the authorities. There are opinions in social networks that while oppositionists are being deprived of their liberty for 8-10 years on trumped-up charges, they have only 15 days to commit a real crime.
According to lawyer Alaif Hasanov, in the acts of Garayev there is a crime.
In his opinion, the police did not correctly qualify the actions as an administrative offense of "petty hooliganism".
According to Hasanov, if there is a fact of violence, it should be classified under the Article 221 (hooliganism) of the Criminal Code.
He also called suspicious the attacker's demand "to apologize to the people".
He considers the punishment of a person who has committed an attack on a teenager a dangerous tendency. This may lead to a repetition of such actions against the children of other oppositionists.
On 18 April near the Elmler Akademiyasimetro station Turan Garayev attacked the daughter of the opposition member. He hit the teenager, accusing her of organizing a protest action in connection with the suicide of the eight-grade student in school number 162. -21B--
