In connection with the suicide of Galandarov, two employees of the pre-detention center dismissed
Baku / 01.05.17 / Turan: The Ministry of Justice and the General Prosecutor's Office made a joint statement about the death of activist Mehman Galandarov in the Kurdamakh jail. The report earlier said that Galandarov was detained on February 7, 2017, and he was charged under the Article 234.1 (drug trafficking). Subsequently, the prosecution was re-qualified for Article 234.4.3 (illegal drug trafficking on a large scale).
It is further noted that Galandarov committed suicide in cell number 57 of Kurdakhan SIZO's second corps at about 1:30 pm on April 28. It is alleged that taking advantage of the fact that a cellmate fell asleep Galandarov made a rope from the sheet and, tied it to the grille of the window, hanged himself.
In fact, the Penitentiary Service conducted an investigation and informed the prosecutor's office about it.
With the participation of employees of the Sabunchu district prosecutor's office, experts of the Forensic Medical Examination and Pathological Anatomy Unit of the Ministry of Health, the scene of the incident and the corpse was inspected, and material evidence was taken.
In fact, the Sabunchu district prosecutor's office instituted a criminal case under Article 125i (bringing to suicide).
According to the press release, during the examination by the pathologists of the corpse, there were no other bodily injuries on it except for the strangulation scar.
In the course of the initial investigation of the pressure on the part of the pre-trial detention center employees on Galandarov, the use of torture or other unlawful actions was not established.
Along with this, in the course of the official investigation, due to the failure to perform official duties at the proper level, weak control, and not to prevent suicide, one of the guards of the pre-trial detention center and the head of the detachment of the department of organization of educational work were dismissed from their jobs. In addition, the head of the department for monitoring the regime was reprimanded.
It is also alleged that Galandarov during the investigation confessed to the commission of the crime. At the same time, information was not confirmed that Galandarov was a member of the party. The case was transferred to the investigation department of the Baku city prosecutor's office. The circumstances of bringing Galandarov to suicide will be investigated and ensuring the adoption of a decision according to the law. -06D-
