Baku/19.05.22/Turan: On May 8, a part of the building located at the address: Araz Novruzov 34 of the Khatai district of Baku collapsed. This building, built in 1933, is reported to be in disrepair.
Another emergency building is located at Miraly Gashgay 72, Nasimi district. Residents of the 120-year-old building say it is about to collapse. Experts say that there are buildings of this type in every district of Baku.
In April, an appropriate commission was set up in Baku to carry out an inventory of multi-apartment residential buildings that are in disrepair and have exhausted their resources, as well as to take the necessary measures to ensure the safety of residents living in them.
If a commission was created, why did the situation get out of control? What is the situation with emergency buildings? In general, how many residential emergency buildings are there in Baku at the moment?
Residents living at Araz Novruzov 34 told Turan that it is impossible to live in the conditions in which they live. “Water is pouring on our heads, the floor is completely rotting, you can’t even put something heavy on the floor. The electrical wiring itself often ignites.”
Some residents say that because of such conditions, they leave their homes and go to a rented apartment.
In this regard, the executive authorities of the Khatai region told Turan that an inventory of emergency buildings was carried out, including this address, and a decision regarding emergency buildings will be made in the near future. "Buildings in disrepair are under our control."
The Baku city executive power told Turan that the commission, created on the basis of the relevant order of the head of the structure, includes responsible representatives of the executive power of the city and districts of the capital. "The heads of the Executive Power of the districts are personally responsible for the safety of residents living in emergency buildings."
It was noted that in all districts of Baku, members of the commission carry out an inventory. “When analyzing the data, it becomes clear that the number of emergency buildings is high. First of all, these are buildings left over from the times of the USSR. But over the past 4 years, as a result of the policy of Mr. President, the number of such buildings has decreased by 30 percent.”
The department stressed that the process is ongoing. "An inventory is underway, a database is being created. After providing complete information, these buildings will be divided into categories, and the necessary measures will be taken."
According to the capital's Executive Office, the number of emergency buildings is currently approaching 1,000.
Property expert Ramil Osmanli said that this process actually started a long time ago. “3 years ago, the Cabinet of Ministers decided to demolish almost 1,500 buildings in 12 districts of Baku. This included the most emergency, multi-apartment buildings related to the old housing stock. In this process, the Ministry of Emergency Situations also submitted a report reflecting the number of emergency buildings in the capital, but there is no exact data on the latter figure.”
The expert believes that today half of the old housing stock in the capital consists not only of emergency buildings, but whose service life has expired. “That is, given that buildings built around the middle of the last century are mostly made of concrete structures, I think that living in these buildings is already dangerous.”
He noted that the relevant authorities have carried out monitoring on this issue and have not provided concrete results. "The Department of Housing and Communal Services under the Baku City Executive Power, on whose balance sheet all the buildings are located, can provide accurate information on how many buildings belonging to the old housing stock are in disrepair. But there is no data."
According to Osmanli, a few years ago there was a hope that in the near future only the buildings of the "Leningrad", "Kiev" and "experimental" projects would remain from the buildings belonging to the old housing stock in Baku. “All the rest will be demolished and new buildings will be built in their place.
