President Ilham Aliyev sends ministers to the people

Since April of this year, the heads of central bodies of executive power will go to regions of the country where they will receive citizens. This is the first "all-out campaign to the people" since 1993, the rule of the "Yeni Azerbaijan" party.

Today in the newspaper "Xalq Qazeti" (organ of Presidential Administration of Azerbaijan) has published the schedule of receipt of 21 ministers, chairmen of state committees, and the Attorney General, heads of Border Guards, State Student Admission Commission and the Social Security Fund.

For example, the Minister of Emergency Situations, Kamaladdin Heydarov, on April 19 will be in the city of Sumgait, where he will receive residents of the Absheron economic region. On the same day, his colleague, the head of the tax service, Fazil Mammadov, will be in Tovuz region, and will hear complaints and suggestions of Tovuz residents and surrounding areas. Transport Minister, Ziya Mammadov, on April 5 will meet with the residents of Guba-Khachmaz region, as he is informal curator there.

In April, the more intense visits will be made to the city of Sumgait. Additionally there will be Minister of Education, Misir Mardanov, (April 20) and head of the State Social Protection Fund, Salim Muslimov (April 11).

The former President Heydar Aliyev instructed ministers at least once every two months to visit to the Nakhchivan Autonomous Republic. President Ilham Aliyev has already instructed the ministers to visit the region and organize the reception of citizens on the scene. More or less these orders executed Interior Minister, Ramil Usubov, and Prosecutor General, Zakir Garalov.

The meetings of the new ministers with the people was caused by the often protests of citizens in the country. It seems that in a presidential election year the head of state sends his ministers to people, as he wants to provide a system of "safety belt". Closer to the election any discontent of citizens could turn into mass protest, which will be difficult to calm down only by force, believe analysts of Turan agency. -08B—
