The realization of the right of national minorities to education, the essence of changes in the budget, and the return of the Azerbaijanis who received education abroad to Azerbaijan are the leading topics of today's press.
The newspaper Azerbaijan writes about the fulfillment by Azerbaijan of all obligations related to the protection of the rights of national minorities. The Council of Europe hosted a conference on the occasion of the 20th anniversary of the Framework Convention on the Protection of National Minorities and the European Map on Regional Languages and Languages of National Minorities. At this conference, the problems of national minorities in the modern world were discussed.
The author quotes the representative of the Presidential Administration of Azerbaijan Etibar Najafov at this conference, who described the situation in this issue. According to him, 377 primary and secondary schools operate in Azerbaijan in the languages of ethnic minorities, of which 18 schools operate only in Russian, and in 366 schools there is a Russian sector with about 90,000 students.
The Novoye Vremya newspaper in the article titled The Focus Is on Defectors, which deals with Azerbaijanis who received education abroad under the state program.
The Ministry of Education has not increased the quota for education abroad for a long time. The state program Education Abroad for Azerbaijani Youth 2007-2015 was funded by the State Oil Fund. Students mainly study at universities in Great Britain, Germany, Turkey, Canada, Holland and Russia. Many young people after the completion of the undergraduate course enroll for the master degree course.
Compared to previous years, the number of fellows falls. In 2015, there were no more than 350 people. "Persons who study abroad due to the government"s fellowship do not return to the country.
Members of the Azerbaijani Parliament suggest signing contracts with students, requiring their return to the country.
The Yeni Musavat newspaper writes that changes in the state budget contradict the current economic course. The economist Gubad Ibadoglu comments on the package of proposed changes to the budget for 2018. According to the economist, the changes serve corporate interests.
In his opinion, after the changes, the transfer from the State Oil Fund to the state budget will increase by 70% in comparison with 2017. After the rise in the price of oil in the world market, the state budget of 2018 again became heavily dependent on oil.

Reports indicate that in 2023, maternal mortality related to childbirth in Azerbaijan almost doubled suddenly. The State Statistics Committee's statistical compilation, "Children in Azerbaijan," highlights that 33 maternal deaths were recorded last year, compared to 18 in 2022.
