Tenants of the houses in the Heydar Aliyev Avenue moved silently
Tenants of the houses at Heydar Aliyev Avenue from the Heydar Aliyev Cultural Center to Aga Neymatulla Street moved. These buildings which were built in the end of the 40s forties, will be demolished according to the decision of the city authorities, and in their place will be built eight seven-storey buildings.
The exception is the dormitory building, and talks are going with the tenants.
It should be noted that this time resettlement of residents went quietly without excesses and violations of civil rights . A couple of years ago in the resettlement of residents from the center of Baku near Heydar Aliyev Palace to the building of the National Drama Theatre, accompanied by massive violations of law and violence, and it was sharply criticized within the country and abroad. After the criticism the government was forced to adopt "Rules for compiling the resettlement plan and instructions on relocation from 24 February 2012 to ensure the fulfillment of the law "On the seizure of land for public needs," but the decision did not bring transparency to the process of rejection of the property in the so-called "state needs."
As it became known Turan, the issue of resettlement was resolved with each family in the Heydar Aliyev Avenue individually, with consideration square meters, the number of family members, the state of apartments, etc. The standard amount of damages AZN 1,500 per square meter was not applied this time. Residents were offered monetary compensation, or an apartment in the house to be built. Those who wish to get an apartment in a building that will be built on the site of their old house, have been allocated from 300 to 500 manat per month for temporary rent apartments.
The houses should be built by spring of 2015, the first European Olympic Games to be held in Baku on 12-28 June .
It remains unclear what was the reason for the demolitions of building , which three years ago were restored, and compared with a large number of Soviet five-and nine- storey buildings look quite respectable. Such a decision after the recent restoration indicates the absence of the general plan of Baku, which is so much spoken bout for 20 years. However, it must be noted that after the renaming the Moskovsky prospect into Heydar Aliyev Avenue, the authorities began to dignify all the supporting infrastructure. Offices, the Olympic village, and sports complexes are built along the Heydar Aliyev Avenue.—0—
