War veterans complain about officials
Baku/26.08.21/Turan: Four veterans of the Patriotic War (Second Karabakh) held a meeting with journalists today in front of the building of the State Center for Medical Expertise and Rehabilitation. They complained about the refusal to award them a disability.
Orhan Imanov, Arif Huseynov, Azim Nuriyev received craniocerebral trauma and injuries of the lower extremities during the war. They are fathers of families, have no income and no benefits. Veterans complain about red tape on the part of state center workers.
The head of the press service of the said Center, Tural Gurbanov, told reporters that the doctors of the structure award disability based on form N 88 issued by local medical institutions.
According to him, citizens do not have direct contact with the doctors of the Center. Disability is assigned in accordance with the regulation of the Cabinet of Ministers of December 30, 2015. In contrast to the previous rules, under the new rules some diseases and disabilities are no longer covered by disability. The official recommended that citizens first go through a commission in local medical institutions, and only after that contact the center.
Despite the approval of new criteria for disability in 2015, in 2016 the old rules were extended for another 5 years.
Because in 2021 new criteria came into force, the cases of persons with disabilities are being reviewed. Now disability is assigned not by group, but by the criterion of the degree of loss of functions by the bodies, the representative of the Ministry of Labor Sabir Gojayev said earlier. Those who do not meet the new criteria are deprived of their disabled status and benefits. –06D-
