Before the congress, there were gossips about the reasons for holding the extraordinary congress and its agenda. It is strange that the party, claiming to be the ruling party, held its main meeting under conditions of deep secrecy.
The results of the congress, which was held in a half-closed room, in no way justify the veil of secrecy that enveloped the party and the intentions of the organizers of the congress. "Former" - disgraced and not disgraced high-ranking officials and deputies, such as the former head of the Presidential Administration Ramiz Mehdiyev, ex-presidential aide Ali Hasanov, ex-deputy Siyavush Novruzov, have been removed from the leadership of the YAP. In total, there are 84 high-ranking YAP members.
The Political Council was abolished, but at the same time, the Council of Veterans was created under the leadership of Arif Rahimzadeh, the former vice-speaker of the parliament, loyal to Heydar Aliyev. The number of members of the Party's Board has been doubled to 40 people. New, younger forces joined the leadership ranks. An important notable event was the rise of First Vice-President Mehriban Aliyev from the position of deputy chair to First deputy chair of the party, which corresponds to her position in the highest hierarchy in the executive branch. The post of deputy chair of the party was assigned to the Deputy Prime Minister Ali Ahmedov, who met the hopes. The new deputy chair became an impeccable accountant, the head of the State Statistics Committee, 56-year-old Tahir Budagov, who has been a member of the YAP political council since 1999.
The semi-secret nature of the congress was set by the Presidential Administration, for which the YAP is a kind of public platform for holding certain campaigning and events. It is also a platform where at least formally three branches of government converge - the executive, legislative and judicial; all consisting of YAP members, for whom the party affiliation is just a business card in high offices.
The YAP is not a party of democratic centralism and it does not form the government and power as a whole, despite its numerical superiority in parliament. Such superiority is also the result of the activities and policies of the supreme executive power. It is headed by Ilham Aliyev, who is the president, and then the chair of the YAP, and this determines the position of the party in the social and political life of the state.
This principle of party organization was laid down in 1991 by 91 former Soviet functionaries, when the main goal was to bring the leader of Soviet Azerbaijan, Heydar Aliyev, to power. That is, the party was created for a specific goal, which was implemented in 1993, after which it became a public support for Aliyev; the party founders were brought to power and had the leading mechanisms of influence in the country.
The current castling in the YAP was logical from the point of view of the departure from the positions of power of a whole galaxy of politicians - disgraced, unreliable, and obsolete. In the conditions when the tandem of the union of Ilham and Mehriban Aliyev was formed on the Olympus of power, its projection onto the YAP became mirror-like necessary from the point of view of strengthening the structure of the power political system of Azerbaijan. However, the semi-secret nature of such a synchronization of social and political systems suggests that this will be followed by further steps to concentrate power and reduce the number of influential persons in this socio-political structure, which should facilitate and simplify the administration of the country, as well as the implementation of the Aliyevs' intended goals.
