Combined 110 rural municipalities
The Law "On the creation of new municipalities by associations of municipalities in Azerbaijan Republic," as well as additions to the list of municipalities in the law "On land areas and municipalities" have been approved. As noted on the website of the President, the corresponding decree was signed yesterday.
According to the document adopted by the Milli Majlis on 30 May at the spring session, the number of municipalities in Azerbaijan has reduced by 110. Then the chairman of the parliamentary committee on regional issues Arif Rahimzadeh claimed that the legislation provides for the union of 204 municipalities in 21 regions into 94 new entities. The reason given is unproductive character of the local self-regulatory bodies and the weak logistics.
Most municipal associations are provided in Gedabey - near -11, Agdash - 15 and Gabala - 19. Moreover, changes are envisaged in Aghjabadi, Agsu, Barda, Goygol, Neftchala, Ucar - one association. In Astara, Balakan, Gakh, Samukh, Khachmaz there are two associations, in Fizuli - three, four - in Goranboy, Guba, Tartar and Shamkir, six - in Zagatala, eight - in Shamakhi, and so on.
The main reason for inactivity of municipalities in Azerbaijan is that they are powerless application to the local authorities. In 2013, the government allocated from the budget only 5 million AZN ($ 6.4 million) for the activity of more than one thousand local municipalities. - 17D-
