Families in need of state aid have become more

Baku/16.01.14/Turan : As of January 1 of this year targeted state social assistance was assigned to 140,711 families consisting of 615 516 people . Compared with the previous year the number needed external support families increased 13.4%. Expert opinions in connection with this trend runs counter to official statements on poverty reduction in the country.

According to the Ministry of Labour and Social Welfare, about every third family (39 852) , who are assigned to help, consists of 3 and above children. In families receiving public assistance , there are 20,253 people of various kinds of disability.

In late December, the Ministry of Labor and Social Protection issued a full list of the heads of families who receive targeted social assistance . Last year, the average size of this aid was for each family 126 88 manat gepiks , and for each family member - 29.01 manat . Compared with 2012 , these figures rose by 11.3% and 11.5 %.

Economist experts believe that the increase in the number of families who are assigned to state financial aid , can be explained by an increase in the minimum subsistence level . Criterion needs to assign part of this assistance is tied to this indicator. Recall that in 2013 the criterion needs was increased from 84 to 93 manat, and this year has been reduced to 100 manat per month per person.

The head of the press service of the party of National Front, Natig Adilov told Turan that many families living below the poverty line are deprived of the opportunity to receive financial assistance from the state , mainly because of bureaucratic red tape . Besides , justice is not always a major consideration in the appointment of aid : it is no secret that in order to get this help , people had to bribe employees of social welfare .

The Chairman of the Public Association Guzaran (Welfare) Ghadir Ibrahimli believes that it is too early to talk about the correlation between increased levels of targeted assistance and poverty . " In the system of the Ministry of Labour after changing his head after the presidential election conducted some changes that were made and the appointment of targeted social assistance. Many families , this assistance has been assigned in the earlier period and, therefore , say that in the short term the situation has changed dramatically , it would be naive . " He also believes that reforms in state aid purposes should be continued. Earlier, the Ministry of Labor and Social Protection is preparing a project aimed at addressing the poor state aid , by creating opportunities for them to small businesses . To do this, the annual amount of aid planned to give them a one-time order.

Officially , since 2012 , the poverty rate in Azerbaijan has been 6%. According to the State Statistics Committee , in 2003 44.7 % of the population was considered poor. In 2004, this figure fell to 40.2% , in 2005 - 29.3%, in 2006 - 20.8%, in 2007 - 15.8%, in 2008 - 13.2%, in 2009 - 10.9 % , in 2010 - 9.1 % and in 2011 - 7.6%. - 08B-
