Six Roads to Be Built in Masalli
The recent visits by the head of state in most parts of the country were most fruitful for 43,000 people in 31 villages of Masally. Yesterday, the President of Azerbaijan Ilham Aliyev signed a decree on the allocation of AZN 4.7 million for the construction of highways 6 immediately in the area.
Funds for the construction of rural roads are allotted to the Executive Power of Masally. The money was sought from the state budget for expenditure of state capital investments for the construction and reconstruction of roads between these villages.
In the past two years, speaking at meetings of the Cabinet, Ilham Aliyev repeatedly stressed that one of the priorities of the investment strategy is to improve the road infrastructure between the villages of the country.
The government does not disclose its order on the allocation of public investment from the state budget for 2013. In an open resource (www.budget.az) there is information that in 2013, as in 2012, for the construction and reconstruction of roads between the villages AZN 70 million was allocated. It is noteworthy that the funds allocated for this purpose are from the Reserve Fund of the President of Azerbaijan in the state budget. The President has repeatedly mobilized this year's back-up resources, the size of which in 2013 was increased from 300 million to 347 million manat.
The state budget has a target budget fund Highways, the funds of which are increasing each year. The government does not report on the distribution of the fund. In 2013, the size of the fund amounted to 194 million manat, which is 14 million manat more than last year. These funds are provided for the maintenance and operation of roads of local and national significance. In addition to this, the Ministry of Transport has received from the state budget AZN 1 billion 22.1 million for the construction and reconstruction of roads.
The media have published multiple articles on systematic multi-million dollar financial and material theft during the road construction and its low quality. -08D-
