Thirty-five Storey Buildings to Be Erected in First Micro District

“According to the government's decision to reconstruct the 1st micro district, the old five-storey and nine-storey buildings will be demolished. New residential buildings will be built in their place. This is a pilot project, and if it justifies itself, then other micro districts will be reconstructed on the same principle.” This was stated by the deputy head of the State Agency for Supervision over Construction Safety of the Ministry of Emergency Situations Elkhan Asadov on March 15 at a press conference timed to the reconstruction of the First Micro District of Baku.

According to him, at the initial stage, the resettlement of residents of old buildings is planned. They will be able to rent at the state's expense apartments until the new buildings are ready. By the way, when paying for a rental space, market prices will be taken as a basis.

“New apartments will be 10% larger in area than the ​​old apartments. Perhaps someone will not want an apartment or a former facility in a new building. In this case, it will be possible to sell the old apartment at a market price,” he said.

Construction work will cover a total of 29 hectares. Elkhan Asadov noted that at present there are 29 five-story buildings, 4 nine-storey buildings and one 16-storey building.

There are also 6 buildings of 10, 12 and 17 floors constructed recently. However, these buildings will be repaired in the corresponding new project form.

According to Asadov, the reconstruction will affect 1,729 families.

“The construction works will be implemented in three stages. During the primary phase, which starts in 2017, one or more five-storey buildings will be demolished. In parallel, preparations will be made for new construction. On the site of the houses demolished at the initial stage it is planned to build 20-storey buildings. After that 30-35-storey buildings will be erected.”

Asadov noted that construction companies will be selected on a competitive basis in accordance with the law.

Recall that the Cabinet on March 10 decided to reconstruct the First Micro District. The decision provides for the demolition of the old Khrushchev type buildings located in the First Micro District in order to improve the living conditions of residents and ensure their safety.

The function of the customer for the reconstruction of the Micro District is entrusted to the Ministry of Emergency Situations.

According to the decision, within 15 days the Ministry of Emergency Situations should draw up a detailed plan, prepare a project reflecting the feasibility study. This document should be coordinated with the State Committee for Urban Development, State Property Committee, and Baku City Executive Power.

It is envisaged to attract private companies and credit funds for construction. -0-
