When Will Compulsory Health Insurance Be Implemented?
The Minister of Finance Samir Sharifov returned to the subject of compulsory health insurance (CHI). According to him, CHI requires more careful preparation before implementation.
In this regard, the government intends to attract foreign technical assistance for the development of effective schemes this year. On its basis in one of the regions there will be a pilot project.
Recall, the relevant law was passed in 1995, and after a presidential decree in 2008, when the CHI agency was created at the government, a certain sum was allocated for the project annually from the state budget. However, the system still does not work.
According to experts, the local logistics, even in a crisis, allows Azerbaijan to introduce CHI, but there are officials interested in preserving the corruption component in the health system, and they are against this. According to experts, the scheme will work no earlier than 2018.
According to the CHI draft, most of the funds allocated to the Ministry of Health will be allocated to policies that will form the basis of payment for treatment. The citizens will choose the best clinics and hospitals and they will have to pay a certain amount from the salary or income (according to the project, the income of able-bodied citizens will be deducted 5-10 AZN and the income of employers will be deducted 10-12 AZN). People unable to work will not have to pay for CHI. --17D-
