Plan of  64 anti-crisis steps in eight areas

The package of measures presented by the Movement for Democracy and Prosperity of Azerbaijan (MDPA), defines the main directions of economic and social policy of the Azerbaijan Republic for the next 3 years.

The Movement for Democracy and Prosperity of Azerbaijan (MDPA) has prepared a package of essential and urgent measures in the name of happy future of Azerbaijan. In preparation  the package covering the 64 anti-crisis steps in eight areas was estimated  the impact of established trends and conjuncture changes in the world market. They also discussed current and future resources based on the progressive practices of the global economy.

Submitted a package of measures for three years determines the main directions of economic and social policy of Azerbaijan. Implementation of these measures in the first year through the formation of market infrastructure will lead to the improvement of the national economy. In the second year - to the formation of market institutions and activity limitations. Finally, in the last year - sustainable economic development and social prosperity. Since 2016 Azerbaijan from the socio-economic point of view is considered to be a difficult year, and decisive in terms of the turn in the economy, the Package increasingly includes measures for the current year.

 

The package of measures was  designed  with consideration  of the problems observed in the economy of Azerbaijan:

 - The dominant position of monopoly in the domestic market and as a consequence of the poor quality of local goods and services, weak export potential of the non-oil sector due to inadequate modern standards

- Reducing business free business, since unfair and undue interference in their activity controlling bodies and failure to provide effective financial and credit services.

- Inefficiency costs allocated to poorly implemented infrastructure projects, lack of transparency in the tendering process, transactions on government contracts.

- Limitation of additional sources of financing, the imbalance in the foreign exchange market, resulting in a collapse of the national currency.

- Depreciation of income, loss of purchasing power, the closure of workplaces, increase in consumer prices, and as a consequence - the deterioration of the social situation.

 

The package takes into account all of the above problems and reflects the transformation processes with a view to their solution, consists of eight main areas:

1) Structural reforms in the system of governance in order to create a mobile and open government;

2) Institutional reforms aimed at regulating economic relations;

3) Banking and monetary reforms aimed at low inflation and a stable national currency;

4) Fiscal and tariff-tax reforms aimed at balanced and effective fiscal system;

5) Reforms in the business - the creation of new jobs available rates, open trade and fair competition;

6) Agricultural and industrial structural reforms aimed at a comprehensive balanced  regional development and modernization of the national economy;

7) Reforming social rehabilitation and reform aimed at prosperity and welfare society;

8) The reforms of the security and  national economy  that would  actively regulate the processes concerning interests of Azerbaijan in the region and in the world.

 

Package of  fundamental and urgent measures for the prosperity of the economy of Azerbaijan will be finally discussed at the third meeting of the Supreme Majlis of the Movement of Democracy and Prosperity of Azerbaijan, which will take place on  January 31. Then  will be published and sent to the full text in the official order  to the  President, the Prime Minister, the president's reforms.

Movement for Democracy and Prosperity of Azerbaijan was established in February 2015 by a group of public figures advocating for profound reforms in Azerbaijan. The Movement is headed by Doctor of Economics Gubad Ibadoglu.
