On the night of February 26, 1992, combined Armenian armed formations and units of the former Soviet army opened fire on residents of the Karabakh town of Khojaly.
A consultative meeting is being held in Baku under the 2026 Individual Partnership Cooperation Programme (IPCP) between Azerbaijan’s Ministry of Defense and NATO. The discussions form part of the Planning and Review Process within NATO’s Operational Capabilities Concept (OCC).

The Telegram channel “Baku Boulevard” suggested the funds were transferred or withdrawn, drawing attention to the platform’s affiliation with Kapital Bank and PashaPay.
On February 23, Azerbaijani President Ilham Aliyev received a delegation led by Iran’s Minister of Roads and Urban Development and co-chair of the Azerbaijan–Iran Intergovernmental Commission on Economic Cooperation, Farzaneh Sadegh.
