General Volkov refused to talk to Security Council head Vitaly Balasanyan and "deputies of the Karabakh parliament."
“Russian peacekeepers said that there would be no negotiations, this is also the demand of the Azerbaijanis. They stated that the problem requires a political solution, and they are not going to use force to remove the Azerbaijanis. When they receive this decision “from above,” they will understand what to do,” the newspaper writes.
