Council of Europe Approves Plan of Cooperation with Azerbaijan for 2019-2021

Baku / 10.25.18 / Turan: The Council of Europe and the European Union on October 25 presented the results of projects implemented in Azerbaijan as part of the Eastern Partnership program.

In 2015-2018 In the framework of the Partnership for Good Governance, 4 projects were implemented in Azerbaijan. These projects, worth € 5.2 million, were financed by the European Union and the Council of Europe.

In addition to specific projects, Azerbaijan also became participant in 14 regional projects for the Eastern Partnership countries.

Zoltan HERNYES, Head of the Council of Europe Office in Baku, noted that their goal was to promote the development of freedom of expression and media, increase the level of fighting corruption, strengthen the role and potential of the Academy of Justice, train judges and improve the efficiency and quality of the justice system.

According to him, the CE Committee of Ministers last week approved a new plan for cooperation with Azerbaijan for 2019-2021.

Ambassador Kestutis JANKAUSKAS, head of the European Union Office in Azerbaijan, focused on the continuation of two projects concerning the application of the European Convention on Human Rights and the fight against money laundering.

In the framework of the first project, 100 lawyers from among barristers and civil society activists were trained. Now it is planned to form national trainers from them so that they share their knowledge and skills with others.

In addition, 52 students of the law school, trained at the first stage, will be involved in the implementation of the project on the provision of free legal services.

With regard to the fight against the laundering of dirty money, Jankauskas positively noted the introduction of criminal liability for this offense in Azerbaijan. However, according to him, there are very few investigations in this direction in Azerbaijan.

Deputy Head of the Department for Democracy and Human Rights of the Azerbaijani Foreign Ministry Farah Ajalova noted that the new Action Plan for 2019-2021 will create a basis for cooperation between Azerbaijan and the Council of Europe and the contribution to support reforms.

Coordinator of the CE / EU unit of the Council of Europe Arkady Sytin reported that in 2015-2018, as part of cooperation projects in Azerbaijan and abroad, 100 events were held, in which about 4,000 national participants took part.

Pilot projects were implemented in five courts of Azerbaijan, where it was possible to ensure consideration of 100% of civil cases within the time limits established by law.

Further, without the participation of the press, discussions were continued on summarizing the implemented projects and identifying priorities for the future. -06C03--
