Deputies criticize Valeh Aleskerov, and Ziyafat Asgarov proposes to stretch legs
On Thursday, the final day of the parliamentary debates on the draft budget 2015, deputies responded to the Vice-Speaker of the Milli Majlis Valeh Aleskerov, who previously criticized the people proposing to increase funding for science.
The MP, rector of Baku State University Abel Maharramov said that fundamental science provides financial returns in 10-15 years or does not give at all (humanities), and reforms in education are seen in 10 years, when students finish school. So it is not right to demand benefits today.
Maharramov called on the State to fund university science. "Up to 1200 Science Doctors work in universities, and because of lack of finances cannot do research," he said. Rector believes that the state should fund study abroad, and not call to the army those who study for mater degree, should pay students credit for tuition fees, and pay teachers for a degree.
According to Maharramov, it would be right to introduce in Azerbaijan the institution of the University Board of Trustees, like in the United States, Kazakhstan and Russia. Chairman of the Board of Trustees of the Moscow State University named after Lomonosov is Vladimir Putin. All this should be reflected in the forthcoming law "On Science", Maharramov said.
The topic of protecting science and education from attacks of officials continued Nakhchivan deputy scientist Isa Habibbeyli, stressing the invaluable contribution of Azerbaijani scientists to the development state ideology, language protection and development of culture and history. He does not agree with the opinion that our scientists do not bring real benefit.
Habibbeyli considers it important funding education abroad for doctoral students and trainees.
The MP Shamsaddin Hajiyev expressed his complete disagreement with Vice Speaker Aleskerov, saying that education is strategic area of the state. It is necessary to invest, and the impact will be seen over time. Today fundamental reforms are ongoing in the education system, but teachers receive very low wages, so it is difficult to talk about the effectiveness of their work.
Hajiyev agrees that the budget has no additional 800 million. AZN to increase teachers' salaries by 100-150 manat per month. "If there are no funds to increase teachers' salaries, then it is necessary to carry out their certification, enter the category, reduce the teaching load," said Hajiyev.
The Vice-Speaker Ziyafat Asgarov responded that we should not ask for an increase in funding for science and education. He recommended to " cut coat according to the cloth." -02D-
