ECHR started communication in 11 cases from Azerbaijan
Baku / 23.07.18 / Turan: European Court of Human Rights has started investigation of 11 more complaints from Azerbaijan directed in 2015-2017. The complaints are related to the arrests of bank accounts of NGO representatives and lawyers, as well as those arrested in connection with the Nardaran events.
The ECHR reported that 4 complaints are related to freezing the accounts of civil society representatives by the prosecutor's office in the criminal case against NGOs.
The applicants are: Sardar Gasimov, Saadat Mehtiyeva, Ulviya Akhundova and the firm "Adyl Ismayilov and Partners."
The applicants consider that arrests from bank accounts are not justified and they ask the ECHR to recognize the violation of their rights guaranteed by Article 1 (property rights) of Protocol 1 of the European Convention of Human Rights, Article 10 (right to freedom of expression).
Six applications are related to arrests in connection with the Nardaran events: Ahsan Nuruzade, Elimdar Ismayilov, Sevd Suleymanov, Khanlar Dadashov, Rakhim Veliyev and Yusif Garayev brought to administrative and criminal responsibility.
The plaintiffs consider their rights under the Article 5 (the right to freedom and personal inviolability) and 8 (the right to respect for personal and family life). Another complaint was filed on behalf of Turkish citizen Taji Shenturk, detained in Azerbaijan and extradited to Turkey in the so-called Feto case (Fetullah Gülen).
Shenturk was extradited despite his appeal to UNHCR for political asylum and threats of his torture in Turkey. The ECHR sent questions to the government on these cases. -06D--

In a case that is disappointing but not surprising, the agreement between the government of Azerbaijan and the United Nations Framework Convention on Climate Change (UNFCCC) for hosting the climate conference COP29, is replete with significant shortcomings and ambiguities on the protections for participants’ rights. Human Rights Watch has obtained a copy of this host country agreement, signed in August 2024, which has yet to be made public.

On October 12, a video conference meeting was held at the Azerbaijani Ministry of Defense with the participation of military leadership, commanders of the branches of the armed forces, and leaders of major military units. Minister of Defense Zakir Hasanov, recalling statements by President Ilham Aliyev, emphasized that the main goal of the army is to enhance military power and combat capabilities, as well as to prepare professional personnel.
