EU and Council of Europe called on Armenia and Azerbaijan to unconditionally abolish death penalty
Baku/10.10.22/Turan: On the occasion of the European and World Day against the Death Penalty, the European Union (EU) and the Council of Europe (CE) strongly reaffirm their unconditional rejection of the death penalty at all times, everywhere and in all circumstances. According to the Turan special correspondent from Strasbourg, this is stated in a joint statement of the two organizations on October 10.
This year marks the twentieth anniversary of the entry into force of Protocol No. 13 to the European Convention on Human Rights (ECHR) on the abolition of the death penalty in all circumstances.
"We welcome all those member-states of the Council of Europe (including all EU member states) that have abolished the death penalty under any circumstances, and we call on the last two member-states of the Council of Europe that have not yet joined this Protocol: Armenia and Azerbaijan to do so without delay," the statement stresses.
It ought to be noted that in Azerbaijan and Armenia, the death penalty has been abolished in criminal legislation, but its use is allowed in wartime conditions. -16B-
