EU and Council of Europe Present Projects for Azerbaijan

On Tuesday at the Holiday Inn there was presentation of the projects of the Council of Europe and the European Union, intended for journalists, justice and administrative bodies of Azerbaijan.

The ceremony was attended by representatives of the authorities, Parliament and NGOs. Four projects are included in the framework agreement "On cooperation in the program 2015-2017".

The projects are aimed at enhancing media freedom and expression, fight against bribery in the administration, and the possibility of enhancing the role of the Justice Academy, training of judges and the efficiency of the legal system.

The total value of projects for Azerbaijan is 4.7 million Euros. The European Union funds the project implemented by the Council of Europe.

In addition to these projects, Azerbaijan is participating in 14 regional projects involving several countries, amounting to 2 million Euros.

Until 2020, the EU and the Council of Europe in the countries of Eastern Partnership, including in Azerbaijan, will implement projects for a total of 33 million Euros.

The head of the Baku office of the Council of Europe Dragana Philipovich noted that the projects cover human rights, the rule of law, computer science, the judiciary, the fight against corruption, and freedom of the media.

"All these projects are being implemented in cooperation with the Azerbaijani government and will cover Baku, Ganja, Sheki and a number of areas," said Philipovich.

The head of the EU representation Malena Mard said that within the projects 300 lawyers and 120 judges will be training at the European Court.

A Foreign Ministry official, national project coordinator of the EU and the Council of Europe (PCF) Habib Mikailly pointed out that projects must support the national reform program and take into account the specific features of the country. "The projects should be coordinated with the government and implemented only in cooperation with the state bodies of Azerbaijan. If the relevant state authorities feel the need to make changes at any of the stages of the project, the issue should be discussed," he said.

In turn, the coordinator of the Council of Europe Arkady Sytin said that when changes are made to the project, it is necessary to analyze and study.

Next the projects themselves were presented:

- Application of the case-law by the European Court of Human Rights in Azerbaijan;

- Improvement of the operation of the courts of Azerbaijan and training for judges;

- Improvement of measures to combat corruption in Azerbaijan;

- Freedom of expression and media in Azerbaijan. -03C-
