Milli Majlis to be provided with draft amendments on protection of victims of violence
Baku/23.02.23/Turan: The State Committee on Family, Women and Children Affairs (SCFWCA) has drafted proposals and sent them to the Cabinet of Ministers. The amendments will soon be submitted to the Milli Majlis. The legislative proposals are aimed at filling gaps in the laws protecting victims of domestic violence," SC Chairman Bahar Muradova said at a Baku conference on presenting the report "Protection Orders on Violence Against Women and Domestic Violence".
The SC has established monitoring groups in regions that record and analyse information on problem families, determining the degree of risk. A study of the groups' findings shows that executive agencies and citizens, including victims of violence, do not fully understand their rights and the state's responsibilities on the ground, and most regions lack a network of government agencies responsible for ensuring the safety of domestic-violence victims," Muradova said.
"The executive branch issues short-term protection orders; however, the execution of the orders is ineffective, and the issuance of long-term protection orders is delayed. It is necessary to create flexible mechanisms for interaction between state structures and communication with potential victims and survivors of violence, including sexual, psychological and economic violence. There is a need for state funding of material assistance to victims of violence, as most of these people cannot support themselves and pay for the work of lawyers being banished from their homes," Muradova said.
She regretted the end of the joint programme with the EU and Azerbaijan "Partnership for Good Governance II, 2019-2022" funded by the European Union from 2020. She hoped that cooperation in this field would continue within the framework of other agreements.
The conference was organised by the State Committee for Family, Women and Child Protection and the Council of Europe. The project "Raising Awareness in Azerbaijan of the Istanbul Convention and Gender Equality Standards", under the "Partnership for Good Governance II, 2019-2022" programme has been funded by the EU since 2020.-0-

According to the Turkish newspaper Sabah, officials from the Istanbul Prosecutor's Office's Anti-Smuggling Unit have detained an Azerbaijani citizen with a large shipment of gold. The detention took place near the Vadi İstanbul shopping center in the Sarıyer district, where a taxi was stopped. During the search, 70 kg of gold was found. The Azerbaijani citizen in the vehicle claimed ownership of the cargo and also stated that he was a diplomat. The investigation by the prosecutor's office is ongoing, reports Sabah newspaper. The media outlet does not disclose the name of the "diplomat," only his initials – M.G.Ş. The Azerbaijani Ministry of Foreign Affairs has declined to comment on the situation.
