National Council determines the tactics

The session of the National Council of Democratic Forces ( NCJA ) discussed the question of resignation  of the playwright Rustam Ibrahimbayov  as head of the body.

The PFPA leader, Ali Kerimli,  proposed  to elect Ibrahimbayov an  honorary chairman.

But a spokesman  of the "El" Movement,  Eldaniz Guliyev, proposed to establish an institution  of  co-chairs and elect  Ibrahimbayov  one of them.

In turn , a number of participants noted that Ibrahimbeyov himself voluntarily  left the post. 

The meeting also discussed on the future organizational structure of the National Council , its strategic goals and tactical objectives. Participants distributed document " On measures to strengthen the activities of the National Council of the democratic forces."

In the preamble of the document  it is noted that the National Council was established in June 2013, and took part in the presidential election on October 9 with a single candidate from the opposition.

Despite the short period of the campaign, the National Council has effectively used limited opportunities, and  to a certain extent revived hopes of the citizens .

Surveys conducted before the elections and vote on October 9 showed that the majority of citizens expressing free expression, voted for the candidate of the National Council.

However, in the absence of conditions for free, fair, democratic and transparent elections , the results were rigged, and by the CEC's decision was again usurped.

Under the conditions where power is concentrated in the hands of huge financial and administrative resources, and the repressive apparatus ,  the  opposition forces  had a moral victory. In addition, it was proved that the authorities have a real alternative.

It allows to achieve real results in the fight for the enthronement of democracy in Azerbaijan .

Furthermore, the activities of the National Council of the Azerbaijani society has shown willingness for democratic change , the ability of the opposition to put national interests above party .

All this creates more hope of consolidating the role of the National Council in the fight for democratic changes in Azerbaijan. First of all, in the upcoming 2014 and 2015 municipal and parliamentary elections.

 With the  National Council are  connected  the hoped for the restoration of territorial integrity of the country , important steps in European integration , to solve the problem of political prisoners and social problems.

Finally, the aim is to replace the National Council antidemocratic power , forming the basis for democratic elections , government, reflecting the will of the people.

To achieve these objectives, the National Council is improving its structure and strategic line . It  is supposed to activate committees of the National Council , to form the Advisory Board as a collegial and permanent management body.

As an immediate objectives are defined: the release of political prisoners, creation of conditions for democratic elections , electoral reforms , the formation of election commissions on a parity basis.

 It is  also provided  to struggle for constitutional reform , expanding the powers of parliament , the recovery of the proportional system , intensifying efforts to promote freedom of the press, expression , association , religion, the effective use of social media to enhance civic engagement.

 It is planned to expand cooperation with international democratic community , developing a program to the consistent implementation of the objectives of the "Eastern Partnership " of the EU.

However, it is planned to use the opportunities of Azerbaijani émigré organizations abroad to expose lobbyists  of  the ruling regime in Azerbaijan  which  justify anti-democratic policies of the government and  rigged elections .

Achieving these goals provides for the development of specific action plans with the appointment of responsible persons. The implementation of  these tasks call for cooperation with other interested individuals and groups outside the  NCDF.

Discussions around the project continue. Some members  of the NCDF offer to establish the National Council Board to manage the  current activities .
