Part of the "Magnitsky list" is published

 

Last Friday  the USA announced the list of Russian officials against which unilateral sanctions are imposed in accordance with the "Act on the rule of law and accountability  named after  Sergei Magnitsky."

There are names of 18 people in the list, and 16  of them are directly connected with the case of  Magnitsky.

3. former head of the Butyrskiy jail  Dmitry Komnov,

4. Judge  of the Tver Court of Moscow, Alexei Krivoruchko,

5. Judge of the  Tver Court of Moscow, Sergey Podoprigorov,

6. Judge  of the Tver Court of Moscow, Stashina Helena,

7. Judge Tver  of the Court of Moscow, Ukhnaleva Svetlana

8. Head of the city tax inspection, Olga Stepanova,

9. Head of the city tax inspection,  Khimina Helena,

10. Deputy head of the department for combating tax crimes, Artem Kuznetsov,

11. Deputy Head of Department for Supervision over the investigation of particularly important cases of the Prosecutor General of the Russian Federation, Andrei Pechegin,

12. Head of jail "Sailor Silence" Ivan Prokopenko,

13. investigator Silchenko Oleg,

14. police officer of the Interior Ministry,  Dmitry Tolchinsky,

15. Interior Ministry official, Alexei Drogan,

16. Deputy Head of Insurance at the Interior Ministry, Natalya Vinogradova

Two defendants in the list are accused of human rights violations: a former employee of shelf management of private security  of the Chechen Interior Ministry,  Lecha Bogatyrev. He is suspected of involvement in the murder in Austria of former security guard, Ramzan Kadyrov Umar Israilov. Finally, businessman Kazbek Dukuzov, is accused of murder of American journalist Paul Khlebnikov in 2004.

Russian officials claim that most officials from the list have been dismissed. 

However, official Washington  noted that there is another secret  "Magnitsky list" including  persons undesirable  for the USA. According to the law, this list may be closed  due to the interests of U.S. national security.

The Act named   after Sergei Magnitsky was signed by  the President Barack Obama on December 14, 2012. In the Federal Register (a collection of official documents of the government) will be published a list of those involved in the "Magnitsky case" and involved in violations of human rights in Russia. The law provides for the use of sanctions against them.

The Act was supported in Europe. The OSCE Parliamentary Assembly on July 8, adopted the so-called "Magnitsky resolution" calling on European countries to impose sanctions against Russian officials responsible for violations of human rights.

* Sergei Magnitsky , a thirty-eight-years-old auditor of the American consulting firm Firestone Duncan, died of "acute heart failure" in the prison of the hospital "Sailor Silence" on  November 16, 2009 , seven days after the arraignment. Before his transferring to the hospital, Magnitsky was detained for 11 months in Butyrsky jail. 

Magnitsky was arrested after he had exposed large-scale embezzlement amounting billions of dollars and  the capture of  business from entrepreneurs by a  group of officials, which included many officers of the Interior Ministry, prosecutors, tax authorities and judges.

"Novaya Gazeta" suggested that 5.4 billion of the stolen 11 billion of rubles  went to former Defense Minister, Anatoly Serdyukov.

"Magnitsky Act"  is applied not only to Russia, but also in other countries where human rights are violated. Taking into account,  Ilgar Mamedov,  the leader of the civil movement  "Republican Alternative"  (ReAl) in Azerbaijan, who was arrested in February this year on false charges, appealed to the U.S. Congress and the European Parliament with a call to impose sanctions against the officials involved in his arrest.

Mamedov named 11 specific officials to whom, in his opinion, it is necessary to impose sanctions. This is the head of department on work with law enforcement agencies of the presidential administration of Azerbaijan Fuad Alesgerov, First Deputy General Prosecutor Rustam Usubov, head of the Investigation Department of the Serious Crimes Department of the  Prosecutor General's Office, Eldar Akhmedov, the employees of this department Sattar Rzayev, Nadir Mirzoyev, Gasim Mamedov, and judges involved in the Mamedov's arrest, or rejection of his complaint, Emin Mehdiyev, Faiq Gasimov, Sahibhan Mirzoev, Jamal Ramazanov.

Application of the Act "Magnitsky list" against Azerbaijani officials was supported by a number of opposition figures and human rights defenders.-0-
