�REAL� party presented two bills to Milli Majlis
Baku/05.03.19/ Turan: The Republican Alternative Party (REAL) submitted to the Milli Mejlis bills for introducing the institution of the elected mayor of the capital, exempting students from state universities from paying for education and resolving credit debts of the population. This legislative initiative is supported by 40 thousand signatures of voters, which is required by law.
One of these documents is the draft constitutional law on the status of the capital of Azerbaijan, which provides for the creation of a single municipality of Baku, headed by the elected mayor, executive secretary of REAL Natig Jafarli told Turan.
One change suggests release in 2019-2020 academic year of all students of state universities from payment.
"We propose for now to resolve the issue for this year by amending the state budget. Further, changes should be made to the legislation in order to make higher education in state universities free," continued Jafarli.
In addition, REAL offers a solution to the problem of credit debts of the population and business at the expense of the state, since it is responsible for the devaluation.
The government version of the decision provides compensation only for the population and only for loans that do not exceed $ 10,000. However, this decree does not affect businesspersons, Jafarli said.
Full resolution of the problem of credit debts arising from the devaluation will require 1 billion 700 million manats or 1 billion dollars. Another 150 million manat (about $ 88 million) is needed to free students from paying their studies.
"REAL" believes that these funds can be allocated through the redistribution of items of expenditures of the state budget, the use of its reserve part and a reduction in allocations for investments.
Within two months, the parliament should express its attitude to the legislative initiative of the party.
"Another important value of our initiative is that the bills create a platform for dialogue between the government and the opposition, which can positively influence the discussion and resolution of other problems that concern society," he concluded. -06B-
