Russia creates a humanitarian response center on Karabakh
Moscow / 13.11.20 / Turan: The joint statement of Armenia, Azerbaijan and Russia on Nagorno-Karabakh made it possible to stop the bloodshed and stabilize the situation in the region, Vladimir Putin said on Friday during a meeting on resolving humanitarian issues in Karabakh. "The issue of providing assistance in returning to a normal peaceful life to the population suffered as a result of hostilities in the zone of the Nagorno-Karabakh conflict is very important and urgent," the President stressed. To restore civilian infrastructure in Karabakh, help residents of the region solve the most pressing problems and return refugees, Putin signed a decree on the creation of an interdepartmental center for humanitarian response. The Ministry of Defense will oversee the process.
"If necessary, we are also ready to supply an airmobile hospital to provide medical assistance to the local population," the minister added. More than 1.1 thousand Russian peacekeepers have been deployed to Karabakh, Shoigu reported. "Today we are completing the deployment of observation posts in the South zone of responsibility. Another unit of peacekeepers will be deployed in the north of Nagorno-Karabakh. Tomorrow it is planned to place eight more posts in this zone," the head of the military department said.
It is not clear from this message: what is the status of this structure, what are its powers, has it been agreed with Azerbaijan and where will it be located? It seems that Moscow itself has decided to resolve all issues without asking Baku's opinion or disregarding Baku's opinion.
