War with Russia could be avoided only if Georgia is not a state, said Saakashvili. He noted that he tried to prevent an escalation of tensions, up to a failure of integration into NATO and the strategic partnership with the United States.
"We said that we are ready to refuse the idea of joining NATO and refuse on the basis of agreement the progressive relations with the USA, if you ( Russia), in turn, will help in the progress of the issues of territories (the return of Abkhazia and South Ossetia back under Georgian jurisdiction), also on the basis of an agreement. The Russian President, Vladimir Putin, without hesitation, replied that he "does not change territories on the geopolitical orientation," Saakashvili said.
Saakashvili said that in exchange for the return of refugees, Georgia was ready to legalize
Russia's economic interests in Gagra, Pitsunda and Sukhumi. Also, he said, it was proposed to legalize the use of the railway and open it in the direction of Armenia, but Moscow has refused.
