The bill on the humanization of punishments in many articles of the Criminal Code is submitted to the parliament
Baku / 29.06.17 / Turan: Azerbaijani President Ilham Aliyev sent a draft amendment to the parliament aimed at humanizing punishment. In particular, it provides for the decriminalization of more than 10 criminal acts that do not pose a great public danger or are committed by negligence. At the same time, the amount that generates responsibility for crimes against property increases from 100 to 500 manats, but these actions are retrained into administrative violations.
In addition, the Criminal Code introduces a new type of punishment, providing for the serving of punishment under supervision at the place of residence. It is introduced as an alternative measure of responsibility for more than 140 articles of the Criminal Code. In 80 articles of the Criminal Code, as an alternative to imprisonment, fines are imposed. In the same number of articles, the maximum limit of deprivation of liberty is reduced.
Thirty five criminal acts are transferred from less serious to crimes that do not represent a greater public responsibility. Six more crimes are transferred from the group of serious to less serious.
In addition, it is planned to improve the institution of reconciliation with the victims. So, in more than 20 crimes, on condition of reconciliation and compensation for damage, exemption from criminal liability is provided.
In addition, it is assumed that the drug users who keep and use drugs for themselves without the purpose of sale, as patients who are sent to compulsory treatment. However, exemption from criminal liability in this case will be applied only once. -06D--

On January 15, the Yasamal District Court rejected the motion to change the detention measure for Azer Gasymly, the director of the Institute of Political Management, his lawyer, Agyl Laidj, to Turan. "Azer Gasymly stated during the trial that the charges against him were fabricated and related to his socio-political activities," the lawyer said. An appeal will be filed against the court's decision.
