Will Pedro Agramunt meet with the opposition and human rights activists?
PACE Monitoring Committee co-rapporteur on Azerbaijan, Spanish parliamentarian Pedro Agramunt is on an official mission to Baku in order to prepare a report on the implementation of the country's commitments to the Council of Europe.
On Monday, Agramunt meets with Oktay Asadov, Speaker of the Azerbaijani Parliament, the Azerbaijani delegation to PACE and representatives of political parties represented in Parliament.
On Tuesday Agramunt meets with the President of the Supreme Court, the Attorney General, the Foreign Minister and the Interior Minister.
Finally, on the last day of the visit, 28 November, Agramunt will be received by the President of Azerbaijan, as well as having a meeting with the Minister of Justice. The same evening Agramunt will hold a press conference.
The draft program has no points for meetings with representatives of NGOs and the opposition parties unrepresented in the parliament. Earlier, opposition members and leaders of a number of human rights organizations accused Agramunt and the second rapporteur Joseph Gresh of bias and cooperation with the Azerbaijani authorities.
The report by Agramunt and Gresh is expected to be submitted to the PACE winter session 2013-06D-

According to a report by Turan correspondent, the discussions took place behind closed doors and lasted for over an hour. No statements were made to the press following the meeting. Furthermore, conference security prevented journalists from asking questions to the meeting participants.
