Changes in Military Leadership: Transition to the Turkish Army Model, New Requirements, New Regulations

The demining of Karabakh lands liberated from Armenian occupation is carried out according to a plan approved annually by the Cabinet of Ministers (CM) at the end of each year. In line with the CM’s directive[1], the Azerbaijan Mine Action Agency (ANAMA), in coordination with other state bodies involved in demining — the Ministry of Defense, the Ministry of Emergency Situations, the Ministry of Internal Affairs, and the State Border Service — submits its proposals on the annual demining plan, considering priority areas for demining in liberated regions as well as other areas affected by war and military operations, to the CM by December 1 each year.

Recently, intelligence chiefs from the world's leading countries have visited Baku. While there has been little public information on these visits, the consecutive nature of these trips to Azerbaijan has raised many questions.

On September 30, a temporary commission on foreign interference and hybrid threats was established at a session of the parliament. MP Ramid Namazov has been appointed as the head of the commission.

President Ilham Aliyev's recent address to the National Assembly served as yet another stark reminder of Azerbaijan’s complex geopolitical situation. The President spoke candidly about ongoing ideological and geopolitical provocations from abroad and the need to strengthen national defense. However, it was his remarks on the continued closure of Azerbaijan’s land borders that sparked the most intense discussions in political circles.
