Colonel who criticized the Ministry of Defense convicted

Baku/07.10.22/Turan: On October 6, in the Baku Military Court, under the chairmanship of Elbey Allahverdiyev,  passed a sentence  to imprison to six  months a reserve colonel Elnur Mammadov. He was found guilty under Article 147.2 (libel about committing a serious crime) of the Criminal Code.

The lawsuit as a private prosecution was filed by the head of the legal department of the Ministry of Defense, Elchin Aliyev. The reason is Mammadov's accusations in social networks against the leadership of the Ministry of Defense of committing serious crimes.

In particular, Mammadov claimed that during the period of his service, they demanded a bribe from him in order to be approved as deputy head of a military university and to be awarded the rank of general.

Mammadov also claimed involvement in the torture of servicemen detained in April-May 2017 in the so-called "Terter case" by Elchin Aliyev, who at that time was the head of the investigation department of the Ministry of Defense.

The Ministry of Defense did not comment on the arrest of the colonel and his charges. However, earlier the press service of the Ministry of Defense stated that "the information disseminated by Elnur Mammadov in social networks is false and has no basis."

The colonel's brother Togrul Mammadov said the verdict would be appealed. “My brother has not slandered anyone. Elnur appealed to the leadership of the country, informing about lawlessness in the army,” Mammadov said.

The human rights organization "Protection Line" regarded the colonel's sentence as a restriction of freedom of expression. "Elnur Mammadov publicized illegal activities in the Ministry of Defense,"  director of the organization Rufat Safarov. In his opinion, the guilty verdict was issued under pressure from the Ministry of Defense. The Defense Line is mobilizing all efforts to protect Mammadov's rights, Safarov said. ---03B06--
