In 2014, the Committee against Torture received 324 appeals. Of them
112 on tortures, the bad and inhuman treatment, including three facts in relation to young children and 13 women. Complaints were also reported to the Security Service of SOCAR, bailiffs and even members of the executive authorities.
During the year four people died from torture in places of detention. Said at today's press conference the head of the Committee against Torture Elchin Behbudov. He noted that members of the committee are still denied access to monitor places of the Prison Service.
At the same time, the Committee regularly monitors the MNS jail, temporary detention of Internal Affairs, Ministry of Defense of the guardhouse, Drug Dispensary Ministry of Health, special structures Ministry of Education.
On the recommendation of the Committee in prisons were administered medical records for prisoners who are filled with doctors. The juveniles arrested are provided with television sets and telephones.
In 2014, no complaints of torture came from the army, which is explained by the new leadership of the Ministry of Defense reforms. As a result, were eliminated the conditions for the emergence of outside statutory relations. Regarding the situation in jail MNS Behbudov noted that there will be renovated with a TV and heating and ventilation.
The Committee also received access to monitor in the place of the Migration Service. Behbudov said about the closure special boarding house N 7 after the fact of torture of students.
In drug dispensaries and psychiatric institution of compulsory treatment no serious shortcomings have been identified, but is recommended to carry out repairs.
The biggest concern expressed Behbudov in connection with the situation in the Prison Service, where there are complaints from relatives of prisoners.

Huseyn Alikhanov. In his writings was confirmed by the use of rubber batons and handcuffs against prisoners in connection with the provision of resistance and "possible" self-inflicted injuries and others.
"This is a de facto recognition of torture. The legislation allows for the use of these non-lethal weapons in cases of rebellion prisoners," said Behbudov.
He also delivered a message of relatives of six convicts who, after unrest in the jail N14 were transferred to jail N 3 for tuberculosis patients, and put in solitary confinement.
Relatives reported that prisoners were punished for protesting against the killing of Elshad Babayev.
Sister of the late Simuzar Babayeva said that the guards extorted money regularly from her brother.
She confirmed that her brother was killed under torture: beaten with a truncheon and subjected to electric shocks.
Head of the Prison Service Madat Guliyev at the meeting with the sister of the deceased told her that Elshad could have enemies among prisoners. However, Simuzar rejected a similar version, because her brother could not kill other prisoners in solitary confinementm and there on surveillance cameras everywhere. Viewing records easily allow the truth.
S.Babayeva said she will fight to the end for the investigation of the murder of his brother and punish those responsible. Statistics of complaints of torture in recent years is as follows: 2011 - 136 appeals, in 2012 - 141, and in 2013 – 116. —06С-
