ECHR issues the first penalty to the Azerbaijani government on the "Winter Boulevard"
Today the European Court of Human Rights (ECHR) announced its first decision on the complaints of citizens deprived of their property in the course of demolition for the construction of "Winter Boulevard" in the center of Baku.
Thus, the ECHR upheld the complaint of Nuria Khalikova, found a violation of her rights guaranteed by Articles 5 (right to liberty) and 8 (right to housing) of the European Convention for Human Rights and Freedoms as well as Article 1 (right to property) in its Protocol No. 1.
The Strasbourg court decided to pay the applicant as compensation for the material damage to 45,000, 15000 euros for moral damage, and for legal costs - 2,500 euros. Turan was told by a lawyer Fuad Agayev.
In 2010-2012 the authorities demolished low-rise houses in the streets Fizuli, Mirzali Aliyev and Shamsi Badalbeyli streets for the purpose of construction of the park. TIt caused widespread discontent of thousands of people who did not agree with the amount of monetary compensation. In total approximately 5.000 people were resettled from that area. -06D--
