Ex-minister Nijat Guliyev requires justification
The former Minister of Foreign Economic Relations Nijat Guliyev appealed to the Constitutional Court with a statement indicating that he was illegally convicted on charges of illegal possession of arms. Guliyev claims a violation of his rights under the Articles 12, 24, 60, 63 and others of the Azerbaijani Constitution; and the Articles 5, 6, 7, 13, 14, and others of the European Convention on Human Rights. He asked the Constitutional Court to declare null and void all judgments against him.
The special operation against Guliyev was held by the Ministry of National Security. An armed group of the Antiterrorist Center of the MNS without a court decision burst into the cottage of Guliyev at night, where were his wife and two teenage children. Lawyers of Guliyev led by the late Elton Guliyev proved unfounded charges brought against the minister, but the criminal case was fabricated.
Weapond “found” with Guliyev was actually planted y the employees of the MNS. So, Guliyev's lawyer appealed to the plant manufacturing weapons, and has repeatedly traveled to Russia to investigate the case. As a result, it was found that the analogues of the pistols attributed to Nijat Guliyev were "found" also with another political prisoner – the editor of the Gününsesi.info site, Parviz Hashimli. Guliyev was detained on 7 August, 2013 and sentenced to the maximum term - 3 years in prison, and served time completely.
Screenwriter, former chairman of the National Council of Democratic Forces, a critic of the ruling regime of Azerbaijan, Rustam Ibrahimbeyov said that the true reason for the arrest of Nijat Guliyev was his friendship with the screenwriter. At a time when Ibrahimbeyov ran for president of Azerbaijan, Guliyev gave him advice and support.
Previously Nijat Guliyev was the head of IBEC in the government of Heydar Aliyev, then advisor to the former president of Adzharia Aslan Abashidze. Family members of Guliyeva are the descendants of the famous poet Ahmad Javad - the author of the lyrics of the anthem of Azerbaijan.—06D--

A fire has erupted at the Experimental and Testing Production of the Scientific Research Institute of SOCAR (the state oil company) in the Surakhani district of Baku, the Ministry of Emergency Situations reported. "Thanks to the urgent and necessary measures taken by the Ministry of Emergency Situations, the spread of the fire to neighboring areas, including nearby residential buildings, has been prevented," the statement reads. Efforts to extinguish the fire are still ongoing.

In September, the average monthly air temperature in Azerbaijan is expected to be close to the climatic norm. Precipitation levels will also be near the norm, but in some areas, they will exceed it, according to the September forecast from the National Hydrometeorological Service.
