Filmmaker is forced to perform community service
Bailiffs of the Nasimi District Court of Baku force a filmmaker Eldaniz Guliyev to pay a fine in the amount of 1000 manats at the suit of the Interior Minister Ramil Usubov.
Now Guliyev is to execute punishment works in the housing and industrial sites N14 in the Nasimi district. Guliyev said this punishment is illegal. According to the Article 47.4.4, this penalty cannot be imposed on persons who are on pension, Guliyev himself told Turan.
According to him, Guliyev has no permanent job, and he does receive orders. Therefore, he asked for permission to pay the fine in pieces, but his request was rejected.
Guliyev appealed to the court in this regard, and regarding the lifting the ban on his leaving the country. The case will be considered in the Nasimi court on 1 June.
On 20 August, 2014 Guliyev criticized on his Facebook page the action of traffic police. Interior Minister regarded it as an insult and slander the entire police and sued for defamation, demanding to bring Guliyev to justice.
On October 30 court fined Guliyev 1,000 manat, and sentenced him to 480 hours of community service. On 2 April, the Baku Appeal Court upheld the verdict.
Guliyev is a member of the National Council of Democratic Forces and head of the Association of Intellectuals. -03S06-

For Elshan Hasanov, a 46-year-old man with severe hearing impairment (fourth-degree), what should have been a straightforward process to receive government-provided hearing aids has turned into a bureaucratic nightmare involving three healthcare agencies. As a result, Hasanov is forced to pay nearly 60 manats ($35) several times a year for what used to be a free service—a cost he says is untenable on his modest disability pension.
