Baku / 07.16.19 / Turan: The head of the Committee against Repression and Torture, Oktay Gulaliyev, published a list of law enforcement officers involved in torture against those accused in the Ganja case.

This list is reflected in the report entitled "The Ganja Events of 2018: terror, provocation or public protests. Realities and fictions", which was presented to the public on July 10.

In view of the large amount of research, the human rights activist decided to publish separately the names of police and prosecution officers who tortured and inhumanly detained the accused.

The information was collected on the basis of the accused, their family members and lawyers.

The list includes the names of 17 persons.

1. Orkhan Babayev - investigator of the Investigation Department for Serious Crimes of the General Prosecutor's Office;

2. Adalyat Sadigov - the former head of the Nizami district police department;

3. Samir Bayramov - deputy chief of the battalion of the post-patrol service of the General Police Department of Ganja;

4. Shahin Musaev - Head of the Criminal Investigation Department of the Kapaz District Ganja Police Department;

5. Vugar Garayev - deputy head of the Kapaz regional police department;

6. Afgan Ismayilov - Senior Officer of the Criminal Investigation Department of the Nizami District Police Department of Ganja:

7. Shirkhan Rustamov - overseer of the bullpen of the General Police Department of the city of Ganja;

8. Alesker Tagiyev - officer of the Nizami district police department of Ganja;

9. Bakhtiyar Abbasov - officer of the Nizami district police department of Ganja, senior police sergeant;

10. Elshan Mehdiyev - senior officer of the criminal investigation department of the Kapaz district police department;

11. Nizami Askerov - officer of the Kapaz district police department of Ganja;

12. Parviz Maharramli - officer of the Criminal Investigation Department of the Nizami District Police Department

13. Senan Verdiyev - officer of the Nizami district police department of Ganja;

14. Vusal Gurbanov - officer of the Kapaz district police department of Ganja;

15. Ilgar Muhammedov - employee of the bullpen of the General Directorate of the Police of Ganja;

16. Huseyn Huseynzadeh - officer of the post patrol service of the Kapaz district police department of Ganja;

17. Tajeddin Mammadov - employee of the bullpen of the General Police Department of Ganja.

In addition, the report refers to other law enforcement officers who participated in the tortures, whose names were remembered by the accused. However, their positions have not yet been established by human rights activists.

* On July 3, 2018, in Ganja, an attempt was made on the then head of the city, Elmar Veliyev. A native of Ganja, Younis Safarov wounded him and his bodyguard.

After that, in social networks, a protest action against Veliyev was scheduled for July 10 in front of the Ganja administration building.

On July 10, the MIA reported on the unrest in Ganja, during which two police officers were killed. Following this, mass arrests among believers began. About 80 people were brought to criminal responsibility. Another 6 people were killed while providing armed resistance.

In early March, two groups of the accused (14 men) were already sentenced to various terms ranging from 5 to 8 years in prison on charges of participating in mass riots and violence against police officers.

The Ganja Court of Grave Crimes sentenced 5 groups of 40 people convicted to terms ranging from 5 to 8 years in prison. Over two more groups, the trials continue. All the trials were and are being carried out in the building of the Sabunchu district court of Baku.

In addition, a group of 8 people was convicted by the Lankaran Court of Grave Crimes. They received the largest sentence from 12 to 14 years.

These people were convicted of other crimes, but they were arrested, as human rights activists note, immediately after the Ganja events.

Another 16 people, including Younis Safarov, who shot the former head of Ganja, are still under investigation. -06D--
