Lawyer Orkhan Kangarli Beaten by Police, His Colleagues Report
Baku / 02.06.19 / Turan: The lawyer Orkhan Kangarli was beaten and detained in the Fifth Station of the Binagadi District Police Department of Baku. Several lawyers reported at once in social networks on the beating of an unnamed lawyer last Saturday.
"I strongly condemn the beating at the 4th police station. I demand the immediate initiation of a criminal case against those who beat the lawyer for performing his professional duties and detained him, and I want a measure of restraint in the form of arrest to be selected against them. I am sure that the respectable Chairman (of the Bar) Anar Baghirov will take the necessary steps," the well-known lawyer Elchin Sadigov wrote on his Facebook page.

Radio Azadlig with reference to another unnamed lawyer said it was a question of violence against the lawyer Kangarli.
"Orkhan Kangarli came to the police station to meet with his client. He presented his lawyer's certificate and warrant. They insulted him and asked him to leave the police station. When he protested, 4-5 people attacked him and beat him in a cell where his client was. He was held there until the evening," said the source.

The lawyer Orkhan Kangarli himself refrained from commenting the matter. He only noted that the Chairman of the Bar Association Anar Baghirov was aware of what had happened and would take the necessary measures.
Kangarli has been engaged in advocacy for only 1 year.
The Chairman of the Bar Anar Baghirov responded to the incident on his Facebook page: "I regard an attack on any lawyer as an attack on me personally. The issue must be fully investigated and the perpetrators punished to the fullest extent of the law. For this, all the necessary measures on our part are being taken and will be further taken."

According to the police, voiced by the spokesperson of the Ministry of Internal Affairs, Kangarli, without presenting a warrant, tried to carry out unlawful interference with the investigation process in order to protect his friend suspect of theft.
At the same time, he insulted the police officers, who pointed out to him the inadmissibility of such illegal actions. The actions of the lawyer were recorded under Art. 510 (disorderly conduct) of the Code of Administrative Offenses, and the case was sent to the court.
Kangarli appealed to the district prosecutor's office and the Interior Ministry, for his part, to launch an internal investigation.
