Ministry of Education Changed the Procedure for Issuing Certificates
Education Minister Mikail Jabbarov proposed to change the order, in which secondary school graduation certificates are not issued due to underperformance. He said this, speaking on Saturday at a ceremony of awarding works on "Heydar Aliyev-90."
Currently, students graduated from the 11th class with an annual rating of "2" on any subject are not allowed to the finals.
If a student has received low marks in the final examination, he does not receive a certificate and is not allowed to take the entrance exams to universities or secondary vocational schools.
As Jabbarov noted, in the 2009/2010 academic year, certificates were not received by 22% of the graduates, in 2010/2011 – by 24%, and in 2011/2012 – by 10.5%.
The Minister acknowledged that this procedure opens the way for corruption in schools. On the other hand, according to the law "On education", the question of issuing the certificate does not depend on the results of evaluations.
Therefore, the Ministry of Education advocates to issue a certificate to all graduates of secondary schools, said Jabbarov. -06D-
