The head of state appointed Oktay Shahbazov a head of the Administrative Department of the President of Azerbaijan. Until now Shahbazov was the first deputy manager of this department. Interestingly, the post have been vacant for more than 10 years after the arrest of Akif Muradverdiyev in 2005 on charges of attempting a coup. During these years Muradverdiyev was arrested, convicted, released on parole, and rearrested.-06D-
