Azerbaijan in Last Place on Perfection of Legislation on State Purchases
Azerbaijan has ranked last in the rating of legislation on state purchases and their implementation among the Eastern Partnership countries. Of the 100 possible, Azerbaijan scored 49 points.
There are not many requirements in the legislation that would ensure transparency in public procurement. These are: annual procurement plans, changes in tender conditions, information on appeals for participation in tenders and complaints received, tender proposals of bidders, and decisions of tender commissions, including on conflict resolution.
In general, procurement legislation received 9.4 out of the 100 possible points. “In view of the fact that tender procedures are not transparent, the risk of high corruption in public procurement is growing,” the document says (https://www.tpp-rating.org/).
In Azerbaijan, unlike other countries, electronic tenders have not been organized so far. Representatives of civil society are not allowed to control procurement. The public is provided with insignificant information about the results of public procurement.
The rating was determined within the framework of the public procurement transparency project implemented by the Georgian Information Freedom Institute with the participation of Transparency Azerbaijan. The assessment is based on the following indicators: the identity of the legislative framework, efficiency, transparency, accountability and integrity, competitiveness and impartiality.
