Cabinet made rotation of funds for roads in Gabala
: The price of two road projects implemented by the Ministry of Transport increased by 12.7 million manat. The Cabinet cut that amount from funding another project of the executive power of the Gabala region.
According to the published public information, by 12.7 million manat reduced the funding for the arrangement and relocation of communications coverage in the road reconstruction project Gabala - Agdash (22 km). In 2011 from the state budget there was allocated about 35 million manat.
This year, under the same project additional 20 million manat has been allocated. The trimmed means will be used to implement the Ministry of Transport construction of the road (7.7 mln AZN), as well as relocation of residential and commercial buildings and lines of communication on the road Gabala - Kusnet - Laza (AZN 5 million).
Note that for the construction of the road Gabala - Agdash in 2011, the government in 2011 provided about 50 million manat. Thus, if in the future the Ministry of Transport does not require additional funding, each kilometer of this road will cost the state budget 4 million 545 thousand manats.
In 2012, AZN 10 million has been allocated from the state's investment portfolio for the reconstruction of the Gabala - Kusnet - Laza road.
As evident from the figures, the government generously finances road projects in the regions. Another question is how to use these funds, and the quality of work. As a rule, the Transport Ministry "returns" to the completed projects to eliminate the cracks and pits. Therefore, experts guess corruption in road projects in the first series, although the Chamber of Accounts "failed" to identify at least one fact of misuse of funds for these projects. - 08B-
